The New Solution/Production Engineering and Operations Integrating Managers (IM) plays a key role in enabling this customer success.  In close partnership with our R&D organization, he/she is responsible for setting and driving organizational strategy, operations, and initiatives to ensure Keysight solutions are engineered, tested, and delivered for manufacturability, quality, and gross margin.  The IM will partner with other Keysight organizations (COE’s, IST’s, KGSO, other Manufacturing Sites).  The IM will manage and lead engineering and operations teams in Oulu, Finland with a focus on Nemo Wireless Solutions and Network Emulation Solutions developed in Oulu e.g. Channel Emulations, OTA solutions

The IM is part of the Technology Order Fulfillment Organization (TOF) and reports to the VP of TOF.  The IM will be a key member of the TOF staff along with leaders of our technology centers, New Solutions Development Services, and Supply Chain management.

Key Responsibilities

The key responsibilities, metrics, and deliverables for this position include:

  • Lead and develop a diverse and world class order fulfillment team based in Oulu
    • Skill development, succession planning, talent acceleration
    • Coordinate resources across dozens of projects and programs
  • Lead the planning and coordination of end-to-end supply chain, including when goods should be produced and in what quantity, while optimizing the balance between customer delivery requirements and inventory levels; develop supply chain strategies and transformational opportunities; Demand forecasting and supply planning
  • Ensure fast delivery lead times and high quality with effective expense management
  • Effective communications with internal and external stakeholders
  • Order fulfillment (Materials management, Product configuration and testing, Shipping and logistics; Reverse logistics and factory returns; repair and calibration)
  • Interfaces with Marketing, Sales, Production, R&D, Finance, Materials, Logistics, Service Part Organization, Customer Service and contract manufacturers (CM) and original design manufacturers (ODM) to compile, develop, validate and communicate production/shipment plans and associated strategies that support overall business objectives.
  • Uses enterprise resource planning (ERP) system(s) for processes such as inventory tracking, supplier scheduling, process and workflow management, etc.

  • Establishes and manages relationships with suppliers/partners.
  • Embrace and deliver to the Keysight Leadership Model
  • Aggressively develop and launch new solutions in partnership with R&D; Coordinate new product introduction (NPI), product transfer and new supply chain setup including assuring materials, labor and test capacity are in place to meet volume production.
  • Partners with Sales and Marketing to develop factory support processes for indirect channels and worldwide customer escalations.
  • Drive value creation through a focus on 7x7X, Operational Excellence, LEAN, CPI, gross margin improvements, revenue growth, inventory optimization
  • Actively participate and lead critical Keysight Initiatives (7x7X, Supply Chain Resilience, Digital Fulfilment, Accelerated Time to Market, etc.)

Job Qualifications

  • Master’s Degree (supply chain, engineering or business administration preferred) and minimum of 5+ years related experience as a Logistics/ supply chain manager or manufacturing manager, preferably in a low volume, high mix environment.
  • 10+ years of successful management with successively increased responsibilities
  • Demonstrated ability to deliver results and focus on outcomes vs. excuses
  • Strong Leadership skills with ability to motivate, mentor, support, communicate, develop, and manage change to deliver results quarterly, annually, and in the long term
  • Ability to work cross-functionally and globally to win in fast moving markets; Ability to collaborate across levels and organizations towards a common goal
